Requires all farmed finfish to be sterile (triploid) and prohibits artificial propagation at finfish farms; excludes all five Pacific salmon species and Atlantic salmon from the definition of permitted finfish

Adds finfish farming to the definition of "agricultural facility" and "agricultural operation," providing finfish farms with protections under existing agricultural nuisance laws

Exempts finfish farming activities from Board of Fisheries regulations and Commercial Fisheries Entry Commission requirements that apply to wild fisheries

Grants Department of Environmental Conservation authority to regulate finfish farm food safety, including inspection access, sanitation standards, chemical use restrictions, and product monitoring
