State grants cover up to 50% of total project costs, with local governments required to contribute at least 20% and private donors covering the remainder

Eligible projects include new facility construction, expansions increasing square footage by at least 30%, artifact storage additions, infrastructure improvements, and service/program expansions

Persons in charge of eligible museum construction or expansion may apply under regulations to be established by the department

Takes effect immediately upon passage
