Requires digital product manufacturers to provide independent repair shops and product owners with the same documentation, parts, and tools they give to authorized service providers for diagnosing, maintaining, and repairing products with digital electronics

Prohibits "parts pairing" software that prevents installation of non-manufacturer-approved replacement parts or degrades product functionality when such parts are used

Manufacturers must provide documentation and software tools at no charge (physical copies at actual cost) and parts on the same terms given to authorized service providers

Exempts medical devices and motor vehicles from the requirements; includes special provisions for farm equipment and powersports equipment (ATVs, snowmobiles, watercraft)

Violations constitute unfair trade practices under Alaska consumer protection law; effective date January 1, 2026
