Requires any in-state natural gas pipeline developed by the Alaska Gasline Development Corporation to include a direct spur line to the City of Fairbanks and the Fairbanks North Star Borough

Amends AS 31.25.005 to add this spur line mandate to the corporation's existing statutory purpose of delivering natural gas to Fairbanks, Southcentral Alaska, and other communities at the lowest rates possible

The in-state pipeline project referenced is based on the July 1, 2011 project plan, with modifications as determined appropriate by the corporation

Takes effect immediately upon passage
