Establishes the Alaska Climate Change Emergency Response Commission within the Office of the Governor, with 16 members: 6 state department commissioners serving by virtue of office and 10 municipal representatives (mayors or council members) appointed by the governor from designated geographic regions across Alaska

Requires the commission to prepare a strategic response plan identifying areas and economic sectors vulnerable to climate change, provide grant writing assistance prioritizing rural governments and tribal organizations, and develop a fund distribution program to help local governments respond to climate impacts

Authorizes the commission to apply for and accept federal, international, and private funding for infrastructure adaptation, renewable energy technology, community relocation, food and transportation security, and climate research

Directs the commission to identify opportunities to reduce greenhouse gas emissions through alternative fuels, energy conservation, renewable energy, land use management, and transportation planning, and to recommend implementing legislation

Mandates annual reports to the governor and legislature by February 1 each year detailing identified threats, progress on addressing them, and recommendations for legislative action
