School districts must presume literacy proficiency is essential when developing individualized education programs (IEPs) for visually impaired students

IEPs for visually impaired students must include braille instruction unless other special education services are determined to be more appropriate; providing other services does not preclude also providing braille instruction

Establishes a supplemental special education services program for visually impaired children ages 3 to 21, administered by the state agency in cooperation with the department and school districts

Requires the agency to assist with in-person braille training for currently employed teachers of visually impaired students

Defines "braille" in state education law as Standard English Braille, Grade 2
