Renames the Alaska Natural Resource Conservation and Development Board to the Alaska Soil and Water Conservation and Development Board, with the commissioner of agriculture serving ex officio

Requires consultation between the commissioner of agriculture and commissioner of natural resources on agricultural land disposals, sales, and homestead designations

Takes effect July 1, 2025, with transition provisions ensuring existing employees, contracts, licenses, and pending proceedings transfer seamlessly to the new department
