Expands the Alaska Industrial Development and Export Authority (AIDEA) purpose and powers to include financing construction of new workforce housing facilities containing five or more dwelling units

Adds workforce housing facilities to the definition of "development project," enabling AIDEA to provide development project financing for such projects under AS 44.88.172

Defines "workforce housing" as residential housing costing occupants less than 30% of income for households earning 120% of the area median family income, as determined by HUD

Amends multiple sections of AS 44.88 (Sections 44.88.070, 44.88.080, and 44.88.900) to incorporate workforce housing into AIDEA's statutory framework
