Requires the state to provide and maintain an automated external defibrillator (AED) and opioid overdose response kit with identifying signs on each floor of state-owned or controlled buildings used for government or public purposes

Mandates the state to make AEDs and opioid overdose response kits available free of charge to owners or lessees of buildings open to public use, with one of each per floor

Extends civil liability protection to persons who provide and maintain opioid overdose drugs in public places for emergency use, in addition to existing protections for those who administer the drugs

Defines "opioid overdose response kit" as containing at least two doses of an opioid-reversing drug, disposable gloves, face shields for rescue breathing, and instructions

Effective date: January 1, 2026; Department of Health required to adopt implementing regulations and seek federal funding assistance
