Creates a new standardized temporary license system allowing professionals licensed in other U.S. states with substantially equivalent requirements to practice in Alaska for up to 180 days, with one possible 180-day extension

Establishes expedited license portability for military servicemembers and their spouses who relocate to Alaska under military orders, requiring the department to issue licenses within 30 days of application

Replaces profession-specific temporary permits across multiple fields (barbering, dentistry, nursing, physical therapy, veterinary medicine, etc.) with the unified temporary license process under AS 08.01.061

Restricts "courtesy licenses" to nonresidents entering the state for limited purposes only, eliminating the department's authority to issue these for general practice

Takes effect July 1, 2026, with military/spouse portability provisions and transition regulations taking effect immediately upon passage
