Expands the Regional Educational Attendance Area (REAA) and Small Municipal School District Fund to allow disbursements for construction and major maintenance projects at Mt. Edgecumbe High School

Adds eligibility for major maintenance funding for teacher housing that is owned by the state, REAAs, or small municipal school districts and provided to teachers working in those areas

Removes the $70,000,000 cap on the unobligated and unexpended cash balance of the fund

Changes terminology from "provide grant funding" to "make disbursements" to accommodate the expanded uses beyond grants to school districts
