Requires load-serving entities with annual retail sales exceeding 5,000,000 kilowatt-hours to provide net metering service, crediting consumer-generators monthly for excess electricity at the standard retail rate

Limits eligible consumer-generators to renewable energy systems of 25 kilowatts or less, including solar, wind, biomass, hydroelectric, geothermal, and hydrokinetic sources

Credits expire annually on March 31; consumers with systems installed before July 1, 2025 may choose net metering or continue under previous tariff terms

Establishes a net metering reimbursement fund administered by the Alaska Energy Authority to compensate utilities for revenue losses from the net metering program
