Extends the Regulatory Commission of Alaska's simplified rate filing procedure to include refuse utilities (garbage, trash, and waste collection services), which previously only applied to electric cooperatives and local exchange telephone utilities

Allows refuse utilities to apply for permission to adjust their rates over time using the streamlined filing process if they meet regulatory requirements

Requires the commission to adopt regulations specific to refuse utilities that ensure sufficient public notice and meaningful opportunity for ratepayers to comment on rate filings

Authorizes the commission to review implementation at reasonable intervals and revoke permission or require rate modifications to correct errors

Takes effect immediately upon passage
