Updates gendered language by changing "chairman" to "chair" and "chairmen" to "chairs" throughout the relevant statutes

Legislative Council consists of 14 members total (president of senate plus 6 senators, speaker of house plus 6 representatives); appointments must be announced within 15 days of first regular session

Legislative Budget and Audit Committee consists of 10 members including finance committee chairs and appointed members from each house
