Recognizes gold and silver specie (coins and stamped bullion) as legal tender in Alaska, including specie issued by the federal government, recognized foreign governments, and potentially the state government if court-approved

Prohibits boroughs and cities from levying or collecting sales or use taxes on the sale or exchange of gold and silver specie, applying to both home rule and general law municipalities

No person is required to accept gold or silver specie as payment for debts

Directs the Legislative Budget and Audit Committee to study the possibility of establishing additional forms of legal tender for payment of debts, taxes, and other money owed to the state, and to prepare legislation if found practical and beneficial

Defines "specie" as gold or silver valued primarily based on metal content in the form of coins or bullion stamped with weight and purity
