Shifts public notice requirements for state land actions, regulations, and permits from mandatory newspaper publication to mandatory posting on the Alaska Online Public Notice System, making newspaper publication discretionary "when appropriate in the judgment of" the commissioner or agency

Removes requirements for multiple newspaper publications (previously required "at least twice," "at least three times," or "once a week for two consecutive weeks" depending on the action type)

Applies to notices for recreational facilities development leasing, mineral lease recordings, preliminary written findings, proposed regulations, waste disposal permits, and water appropriation declarations

Adds notices required under AS 38 (public land) and AS 46 (environmental conservation) to the list of items the Alaska Online Public Notice System must include

Corrects a statutory citation for village corporations from 43 U.S.C. 1601 to 43 U.S.C. 1607
