Individuals whose criminal convictions are vacated or reversed become eligible to receive permanent fund dividends for each year they were previously disqualified, provided charges are later dismissed (not as part of a plea agreement) or the individual is retried and found not guilty

Eligible individuals must apply for back dividends within one year of the dismissal or not guilty finding

Amends the annual PFD calculation formula to account for payments to individuals with overturned convictions as a deduction from the total available dividend fund

Transition provision allows individuals whose dismissal or not guilty finding occurred before the Act's effective date to apply within one year after the Act takes effect
