Establishes the Welcoming Alaska Office within the Department of Labor to provide employment information, job placement referrals, and assistance to new immigrants and newcomers (defined as those who moved to Alaska within the past 36 months)

Creates the Welcoming Alaska Center to offer in-person and virtual services including English and Alaska Native language instruction, employment training, and help accessing government programs

Forms a 9-member Welcoming Alaska Advisory Committee with representatives from nonprofits, tribal organizations, schools, business, legal services, criminal justice, and the public to advise on policies affecting immigrants and newcomers

Requires each executive branch department to designate a staff liaison to coordinate with the office on immigrant and newcomer issues, including assistance with professional license applications

Mandates a study on immigration opportunities with a report due to the legislature by July 1, 2027; repeals the existing office of citizenship assistance; effective date July 1, 2026
