Creates the new crime of "airbag fraud" under AS 28.35.248, prohibiting the knowing sale, import, installation, or manufacture of counterfeit, nonfunctioning, or non-compliant replacement airbags

Prohibits intentionally selling, leasing, or trading vehicles known to contain counterfeit or nonfunctioning airbags

Exempts police vehicles, dealerships/owners without knowledge of defective airbags, insurance companies handling total loss vehicles, and persons transferring titles for insurance claims

Classifies airbag fraud as a class A misdemeanor, elevated to a class C felony if death or serious physical injury results from the offense

Defines key terms including "counterfeit" (unauthorized manufacturer marks), "nonfunctioning" (inoperable, damaged, recalled, or previously deployed airbags), and "recalled" airbags
