Establishes the Alaska Invasive Species Council as an advisory body within the Department of Fish and Game to coordinate invasive species management across state, federal, tribal, and local agencies

Council membership includes 5 governor-appointed representatives (University of Alaska, tribal entity, statewide invasive species organization, marine invasive species organization, conservation district), 2 legislators, and commissioners or designees from 4 state departments

Creates the Invasive Species Response Fund as a non-lapsing account in the general fund, which the Department of Fish and Game may use without further appropriation

Requires the council to submit an updated five-year strategic plan by January 15 of each odd-numbered year and an annual report on invasive species activity by January 15 each year

Council provisions sunset on July 1, 2035; the act takes effect immediately upon passage
