Extends the moratorium on school bond debt reimbursement applications from July 1, 2025 to July 1, 2027 for municipal indebtedness authorized by voters on or after January 1, 2015

Delays the start date for reduced reimbursement rates (50% for approved projects, 40% for reviewed projects) from July 1, 2025 to July 1, 2027

Extends the repeal date for provisions suspending bond debt reimbursement approvals from July 1, 2025 to July 1, 2027

Includes retroactivity provision making the act effective back to July 1, 2025 if enacted after that date

Takes effect immediately upon passage under AS 01.10.070(c)
