Banned dyes include Red 3, Red 40, Yellow 5, Yellow 6, Blue 1, Blue 2, and Green 3, each identified by specific U.S. Chemical Abstracts Service numbers

Adds new section 14.03.087 to Alaska Statutes governing public education
