Prisoners may only use facility-approved computers or electronic tablets for specific purposes: rehabilitation, reentry/case plan compliance, employment, education, vocational training, legal reference access, visitation, health care, or other commissioner-approved purposes

State correctional facilities are prohibited from charging fees for electronic mail or electronic visitation services

Electronic devices cannot replace in-person visitation and should only supplement (not replace) existing rehabilitation programs and services

Adds TV-MA rated television shows to the list of prohibited viewing content for prisoners (alongside R, X, and NC-17 rated movies)

Replaces the previous blanket prohibition on "computers or modems of any kind" with the new regulated-use framework for approved electronic devices
