Establishes a standardized three-tier evacuation alert system for Alaska: "Level 1 Ready" (green) for potential emergencies, "Level 2 Set" (yellow) for imminent evacuation, and "Level 3 Go" (red) for immediate evacuation due to dangerous hazards

Amends AS 26.20.100 to require state disaster plans and regulations to adopt these color-coded designations for evacuation maps and public messaging

Requires all local and interjurisdictional disaster emergency plans that include evacuation provisions to use the standardized designation system

Mandates that emergency plans prepared under AS 26.23.073 (hazardous substance emergency planning) incorporate the new evacuation designations
