Repeals the Alaska Commercial Fisheries Entry Commission (CFEC) as an independent agency and transfers all its duties to the Department of Fish and Game (ADF&G)

Establishes a new "commercial fisheries office" as a regulatory and quasi-judicial office within the office of the Commissioner of Fish and Game

Transfers adjudicatory proceedings (hearings and appeals) related to commercial fishing permits to the Office of Administrative Hearings (OAH) under AS 44.64

Maintains all existing limited entry permit functions including issuance, transfer, renewal, and buy-back programs, with the Department of Fish and Game assuming authority previously held by the Commission

Provides transition provisions ensuring pending litigation, regulations, contracts, and employee positions transfer from CFEC to ADF&G, with existing permits and regulations remaining valid
