Directs the Department of Education to develop proficiency confirmation tools assessing students in grades 8, 10, and 12 in economics, language arts, mathematics, science, and social studies

Requires school districts to affix a "seal of certified proficiency" to diplomas of students who demonstrate proficiency in all subject areas on the grade 12 assessment

New graduation requirements and proficiency seal provisions apply to students graduating on or after January 1, 2030
