Appropriates $9.51 billion total for Alaska state government operating and loan program expenses for fiscal year 2027 (July 1, 2026 - June 30, 2027), with $3.22 billion from unrestricted general funds and $3.69 billion from federal receipts

Allocates $2.99 billion for Medicaid Services, $1.15 billion for University of Alaska, $326.6 million for Department of Corrections population management, and $218.1 million for Alaska State Troopers

Transfers $3.997 billion from the Alaska Permanent Fund earnings reserve account, with approximately $2.37 billion to the dividend fund for permanent fund dividends and $1.63 billion to the general fund

Provides $1.27 billion to the public education fund for K-12 school funding formula payments, plus $41.6 million for school construction debt service and $72.8 million for student transportation

Appropriates $232.5 million for retirement system funding ($75.3 million for public employees' retirement and $157.2 million for teachers' retirement) and authorizes draws from the Constitutional Budget Reserve Fund if revenues are insufficient
