Requires every executive branch agency to undergo a sunset review by the Legislative Budget and Audit Committee at least once every six years, with the legislative audit division publishing a staggered review schedule

Agencies must submit self-reports by January 1 of their review year; the audit division then conducts reviews, holds public hearings, and delivers reports by June 1 with recommendations to terminate, continue, or reorganize each agency

Review criteria include mission fulfillment, performance measures, cost-effectiveness, staffing levels, budget appropriateness, service overlap with other agencies, and whether the agency creates barriers to doing business with the state

Agencies automatically terminate on June 30 of the year following their sunset review unless the legislature enacts legislation to continue or reorganize them; terminated agencies receive one additional year to conclude affairs before duties transfer to their parent department

Exempts principal departments, the Local Boundary Commission, the DCCED division for community and regional affairs, and the University of Alaska from the sunset review process; effective date July 1, 2026
