Adds "reduced oxygen packaging" to the list of prohibited homemade food sales, alongside meat products, seafood, controlled substances, animal fat oil, and game meat

Defines "reduced oxygen packaging" as packaging from which oxygen has been removed to maintain product quality or promote a vacuum seal

Amends existing Alaska homemade food sale regulations under AS 17.20.332 and AS 17.20.338
