Authorizes the Department of Public Safety to contract with municipalities to provide routine patrol, emergency response, major case investigation, and administrative support services for up to 20 years per contract

State troopers operating under these contracts may enforce municipal criminal ordinances if the contract specifically authorizes it, while remaining supervised only by Department of Public Safety employees

State reimbursement to municipalities scales by population: 100% for under 2,000 residents, 50% for 2,000-4,999, 30% for 5,000-14,999, 10% for 15,000-49,999, and 0% for 50,000 or more

Second class boroughs receive 50% state reimbursement regardless of population size

Commissioner of Public Safety must submit annual reports to the legislature detailing active contracts, costs, staffing, deployment statistics, and performance outcomes; effective date July 1, 2026
