Creates two new crimes: distribution of generated obscene child sexual abuse material (class B felony, or class A felony for repeat offenders) and possession of generated obscene child sexual abuse material (class C felony), targeting AI-generated or digitally manipulated content depicting minors in sexual conduct

Defines prohibited material using a three-part obscenity test: appeals to prurient interest by community standards, depicts a child under 18 in patently offensive sexual conduct through manipulation/creation/modification, and lacks serious literary, artistic, political, or scientific value

Establishes that possession of 100 or more items constitutes prima facie evidence of distribution intent, and allows property used in violations to be forfeited to the state upon conviction

Exempts employees of internet service providers, cloud services, and telecommunications networks who encounter such material solely while preventing, detecting, or reporting it in the scope of their employment

Adds the new offenses to existing criminal justice provisions including sex offender registration requirements, no statute of limitations for distribution offenses, mandatory teaching certificate revocation, and school bus driver license disqualification
