Requires health care insurers to reimburse non-network (out-of-network) health care providers at minimum 75% of the median rate paid to in-network providers for the same service or supply

Reimbursement calculation must be based on the insurer's network rates in Alaska at the time the health care service or supply was delivered

Adds new section 21.36.497 to Alaska Statutes governing insurance trade practices
