Restructures Alaska's Board of Fisheries from a single 7-member board into three regional boards with 15 total members: Southeast Board of Fisheries (Gulf of Alaska), Central Board of Fisheries (Bering Sea), and Western Board of Fisheries (Chukchi and Beaufort Seas)

Each regional board must include 5 members: one commercial fishing representative, one sport fishing representative, one subsistence/personal use representative, and two public members

Regional boards adopt regulations for fisheries within their jurisdiction, with cross-boundary fisheries managed jointly by affected boards and statewide issues addressed by all three boards together

Commissioner of Fish and Game sets regional boundaries by regulation using existing administrative units where possible; each regional board may hire one clerical assistant

Current Board of Fisheries members continue serving their appointed terms during the transition; effective date is January 1, 2027
