Requires grand jury panels to include at least two alternate jurors and mandates courts provide written instructions including relevant state statutes when a grand jury is impaneled

Expands grand jury powers by allowing individual jurors to propose investigations into public welfare or safety matters, with investigations proceeding upon majority approval; prohibits limiting or suspending these investigative powers

Creates new crime of "obstructing a grand jury" as a class A misdemeanor for intentionally failing to cooperate or preventing others from providing information to the grand jury

Requires dismissal of indictments if peace officer testimony contains intentional or negligent misstatements or omissions that prejudice the defendant's substantial rights

Allows citizens not serving on a grand jury to request investigations into public welfare or safety matters by speaking with the prosecuting attorney, who must arrange for them to address the grand jury

Takes effect July 1, 2026, with certain court rule amendments requiring two-thirds majority vote in each legislative house
