Requires the Department of Health to designate a qualified entity to operate Alaska's statewide electronic health information exchange system, with an advisory body including the commissioner and nine representatives from hospitals, medical providers, tribal health organizations, insurers, consumers, employers, and behavioral health providers

Designee must develop a statewide program supporting electronic health record connectivity, including installation support, training, workflow redesign assistance, and periodic system evaluation

Expands allowable uses of individually identifiable health information to include patient treatment, payment facilitation, limited health care operations, public health activities, and individual-authorized disclosures

Requires the system to become self-sustaining through user fees (including fees to government entities) combined with public and private funding sources

Patients retain rights to opt out of the system, authorize distribution of their records, receive notification of confidentiality violations, and request audit reports showing who accessed their records
