Appropriates $69,695,087 from the Constitutional Budget Reserve Fund to the Department of Transportation and Public Facilities for federal program matching requirements

Allocates $58,276,155 for Federal-Aid Highway State Match, $9,807,384 for Federal-Aid Aviation State Match, and $1,611,548 for Other Federal Program Match across House Districts 1-40

Draws funding authority from Article IX, Section 17(c) of the Alaska Constitution, which governs Constitutional Budget Reserve Fund appropriations

Appropriations are retroactive to March 1, 2026 and lapse under AS 37.25.020 capital project provisions

Takes effect immediately upon passage
