Requires each executive branch department and the University of Alaska to develop comprehensive four-year strategic plans with mission statements, 3-6 goals, and measurable objectives, updated at least every two years

Mandates annual performance plans and financial plans from state entities, including program descriptions, performance measures with four-year historical data, and revenue/expenditure breakdowns by program

Shifts authority for establishing agency mission statements and desired results from the legislature to the governor, who must review, approve, and present strategic plans to the legislature

Requires quarterly performance reporting from state entities to the Office of Management and Budget, with all plans and reports published on a public website

Effective date of July 1, 2025
