Adds mental health instruction to the recommended health education program for kindergarten through grade 12 in Alaska public schools, alongside existing topics like alcohol/drug abuse education, CPR, and child abuse prevention

Requires the state Board of Education and Early Development to establish guidelines for developmentally appropriate mental health instruction, developed in consultation with the Department of Health, Department of Family and Community Services, regional tribal health organizations, and national/state mental health organizations

Mandates that parents receive notification at least two weeks before any mental health instruction class or program is provided to their child

Requires the Board of Education to submit a report to the legislature two years after the Act's effective date, including a copy of the mental health guidelines and description of the development process

Grants parents the authority to review mental health education content and withdraw their child from such instruction without the absence being counted as unlawful
