Minors undergoing psychiatric evaluation or inpatient treatment are guaranteed at least one cumulative hour of confidential telephone or video communication weekly with a parent, legal guardian, or approved adult

Psychiatric hospitals must notify the Department of Health and the minor's parent/guardian within one business day of any use of seclusion or restraint, including chemical, mechanical, or physical restraints

Department of Health must conduct unannounced inspections at least twice yearly of psychiatric hospitals treating minors, interviewing at least 50% of minor patients without staff present

Department of Health must publish an annual report by November 1 detailing seclusion/restraint use, inspection findings, and data on minors receiving psychiatric residential care, including those in state custody
