Municipal school districts, regional educational attendance areas, and the University of Alaska may elect to participate in the state's group health insurance or self-insurance program administered by the Department of Administration

Participating school employers must contribute to the group health and life benefits fund at rates set by the commissioner of administration, plus reimburse costs for excess loss insurance and the first four months of claims (payable over up to 10 years)

Up to $100,000,000 may be expended from the public education fund to cover initial claims for district employees joining the state self-insurance program, with mandatory reimbursement over 10 years

Governmental units with existing self-funded insurance reserves must transfer those balances to the state group health and life benefits fund within 30 days of enrolling in the state plan

Effective date is July 1, 2026, with transition and regulation provisions taking effect immediately upon passage
