Creates a new "registered interior designer" professional category under the State Board of Registration for Architects, Engineers, and Land Surveyors, allowing qualified individuals to use the title after meeting education, training, experience, and examination requirements

Expands the board from 11 to 13 members by adding one interior designer seat and requires the board to adopt regulations defining "interior design" and specifying which documents registered interior designers may sign and stamp

Extends the termination date of the State Board of Registration for Architects, Engineers, and Land Surveyors from June 30, 2025 to June 30, 2033

Adds new exemption allowing persons authorized by the Department of Environmental Conservation to construct, install, or modify conventional onsite wastewater systems serving commercial facilities with design flow under 500 gallons per day without engineer registration

Requires gas utility employees practicing engineering on pipeline facilities operating above 100 pounds per square inch gauge to be registered engineers for certain activities including new station installations and pipeline modifications, with emergency exceptions
