Allocates $1.96 billion to the Department of Transportation and Public Facilities for airport improvements ($513.6 million), surface transportation ($1.07 billion), federal program match ($77.7 million), rural ferry grants ($139.3 million), and Alaska Marine Highway System vessel overhauls ($26.4 million)

Provides $437.9 million for Village Safe Water and Wastewater Infrastructure Projects, $38.1 million for school major maintenance grants, $42.5 million for Solar for All greenhouse gas reduction programs, and $53 million for UAF Troth Yeddha' Indigenous Studies Center

Includes supplemental capital appropriations of $78 million, primarily for orphaned well remediation grants ($65 million), Alaska Marine Highway System vessel overhauls ($6.5 million), and Alaska Oil and Gas Conservation Commission data system upgrades ($1.9 million)
