Appropriates $245,570,400 total for Alaska's integrated comprehensive mental health program for fiscal year 2026 (July 1, 2025 - June 30, 2026), including $231,310,400 for operating expenses and $14,260,000 for capital projects

Allocates $154,579,200 to the Department of Health for behavioral health services ($54.4M), Medicaid services ($82.2M), senior and disabilities services ($12.9M), and public health programs ($4.9M)

Funds the Department of Family and Community Services at $32,886,900 for Alaska Psychiatric Institute operations ($21.2M), children's services ($2.2M), juvenile justice programs ($1.6M), and coordinated health care ($7.8M)

Provides capital funding through Alaska Housing Finance Corporation for homeless assistance programs ($10.15M), beneficiary and special needs housing ($1.95M), and home modifications to retain housing ($575,000)

Includes salary and benefit adjustment funding for state employees and implements monetary terms of collective bargaining agreements with Public Safety Employees Association, Public Employees Local 71, and Alaska Public Employees Association
