Establishes an electronic product stewardship program requiring manufacturers of covered electronic devices (computers, televisions, monitors, printers, video game consoles, etc.) to register with the Department of Environmental Conservation by June 30, 2028 and annually thereafter

Requires manufacturers to submit and implement e-scrap program plans that provide free collection, transportation, and recycling of covered electronics for households, nonprofits, schools, and small businesses throughout Alaska

Mandates collection site requirements beginning in 2029 based on community population: 15 sites for communities over 250,000; 5 year-round sites for 30,000-250,000; scaling down to one annual single-day collection event for communities under 5,500

Creates a 13-member Electronics Recycling Advisory Council to review program plans, recommend best practices, and advise the department on regulations

Establishes penalties including civil fines up to $250 for first/second violations and up to $10,000 for subsequent violations, with criminal penalties (Class A misdemeanor to Class B felony) for knowingly making false statements
