Reduces the deadline for law enforcement to send kits to a laboratory from 30 days to 20 days after notification or evidence collection

Requires laboratories to complete serological or DNA testing within 120 days of receiving a kit (previously 6 months)

Adds a new victim right to be notified of the location and testing date of their sexual assault examination kit, with law enforcement required to make reasonable efforts to notify victims within 14 days after testing is completed
