Creates new timber management leases allowing private parties to harvest and manage timber on state forest land for up to 55 years, with one possible renewal for a term not exceeding the initial lease period

Lessees must ensure sustained yield of merchantable timber and provide for reforestation, fire prevention, pest control, and construction of roads and facilities for timber removal

Establishes a competitive request-for-proposal process where the commissioner evaluates applicants based on public benefits, forest investments, industry impact, qualifications, and state revenue

Exempts timber management leases from standard state procurement laws (AS 36.30.850) and certain existing timber sale provisions (AS 38.05.110-38.05.120 and AS 41.17)

Applies to state forests established under AS 41.17.200-41.17.230 and the Haines State Forest Resource Management Area, requiring consistency with applicable forest management plans
