Physician assistants may provide any medical service they are qualified for by education, training, and experience, including diagnosing, prescribing Schedule II-V controlled substances, ordering diagnostic tests, performing limited sonography, and pronouncing death

Replaces mandatory physician supervision with a collaborative agreement requirement; PAs must practice under a written collaborative agreement with a licensed physician that describes how collaboration will occur

PAs may practice without a collaborative agreement at facilities directed by licensed physicians, state-licensed health care facilities, federal/tribal facilities, federally qualified health centers, rural health clinics, or military/veterans' facilities

Establishes PA licensure qualifications requiring graduation from an accredited PA program, current NCCPA certification, passing the national certifying examination, and allows credential-based licensing and temporary permits

Prohibits health insurance contracts from imposing practice, education, or collaboration requirements on PAs that are more restrictive than state law and State Medical Board regulations
