Creates a new clean energy project development license program allowing the Commissioner of Natural Resources to issue licenses for up to 3,000,000 acres of state land (including tide, submerged, and shoreland) for feasibility studies and development planning of clean energy projects

Licenses may be issued for up to 10 years initially, with two possible 10-year extensions; upon approval of a development plan, licensees receive preference rights for leases up to 55 years with one 55-year renewal option

Defines "clean energy project" as power generating or industrial projects using solar, wind, hydropower, biomass, energy storage (including pumped hydro and compressed air), or advanced nuclear technologies

Requires applicants to post performance bonds covering administration costs and land restoration; licensees must submit detailed development plans including infrastructure identification, project timelines, and financing information before receiving leases

Licensed land must remain open to public access for hunting and fishing, and to mineral exploration and development unless deemed incompatible with the clean energy project; leases must include protections for subsistence users and environmental safeguards for fish, wildlife, and habitat
