Urges U.S. Congress to provide Alaska a 90 percent share of all bonuses, royalties, and rentals from federal oil and gas leases in the Arctic National Wildlife Refuge (ANWR) and National Petroleum Reserve in Alaska (NPR-A)

Alaska currently receives only 50 percent of receipts from ANWR and NPR-A under federal legislation, which the resolution argues violates the Mineral Leasing Act of 1920 and Section 28 of the Alaska Statehood Act of 1958

References President Trump's 2025 executive order "Unleashing Alaska's Extraordinary Resource Potential" and Secretary's Order 3422, which rescind ANWR lease cancellations and open up to 82 percent of NPR-A to leasing

Argues the 90 percent share was a condition of statehood to offset Alaska's limited revenue-generating capacity due to geographic isolation and federal land withdrawals covering resource-rich areas

Requests that the original local impact grant program for communities affected by NPR-A production be maintained alongside the increased state revenue share
