Proposes adding Section 18 to Article IX of the Alaska Constitution to authorize the legislature to create a dedicated public education fund as a separate fund in the state treasury

Fund would consist of land transferred by the legislature, money appropriated to the fund, and all income earned on the fund

Requires fund investments to yield competitive market rates

Exempts the education fund from Article IX, Section 7 of the constitution (the dedicated funds prohibition), allowing money to be constitutionally restricted to education purposes only

Places the proposed constitutional amendment before voters at the next general election for approval
